The New York City Department of Health and Mental Hygiene (DOHMH) regulates the care of children up to six years of age in groups outside of their home in order to protect their health, safety, and well being. These regulations are set forth in the New York City Health Code, and they are enforced by the Department's Bureau of Day Care.
Carver County, Minnesota, Day Care Licensing Unit, operating as an agent of the Minnesota Department of Human Services, is responsible for licensing Family Child Care homes in Carver County. 9502.0325 LICENSING OF FACILITIES FOR CHILDREN FAMILY DAY CARE AND GROUP FAMILY DAY CARE HOMES. Subpart 1. Purpose. The purpose of parts 9502.0315 to 9502.0445 is to establish procedures and standards for licensing family day care and group family day care homes to ensure that minimum levels of care and service are given and the protection, proper care, health, safety, and development of the children are assured. Subp. 2. Applicability. Parts 9502.0315 to 9502.0445 as authorized by Minnesota Statutes, chapter 245A, govern the licensing of family day care homes and group family day care homes. Subp. 3. Exclusion from licensure. Under Minnesota Statutes, section 245A.03, the following day care situations are excluded from licensure under parts 9502.0315 to 9502.0445: A. day care provided by a relative to only related children; or B. day care provided to children from a single, unrelated family, for any length of time; or
C. day care provided for a cumulative total of less than 30 days in any 12-month period; or D. the exclusions contained in items A and B are mutually exclusive. Current as of 10/08/07.
Different types of day care licensing. * Day Care Homes - Certification for two years. Maximum number of children = 8; * Group Family Day Care Homes - Licensed for one year. Maximum number of children = 12; * Day Care Centers - Licensed for one year. Regulations will vary depending on the type of license and type of service (i.e., infant, toddler, pre-school or school-age) provided for each.

In 1998 a 12-point plan aimed at improving safety in state licensed day care homes and centers was announced by the Director of the Illinois Department of Children and Family Services, speeding the licensing process for new applicants, and reducing the backlog of facilities awaiting renewal of licenses. Any facility caring for more than 3 children is required to obtain license to operate a day care center or home that further must be renewed every next 3 years.
OHIO Child Day Care Licensing System. The system processes about 3,200 new and renewal licenses per year and tracks outcomes for over 100,000 inspections per year. Licensing workers enter day care licensing information on laptop or desktop PCs. Information entered on the PC is uploaded to the mainframe database. The Child Day Care Licensing system interfaces with inspection PCs in the district offices to upload provider information via the State's wide area network.
