Montana. A nationwide report issued at the start of the year 2008 by the National Association of Child Care Resource and Referral Agencies said Montana ranked 40th out of 50 states as for level and measures of protection taken by the state to protect children in in-home child care settings. “Our position is that these are child-care providers who care for children who are not related to themselves on a regular basis for a fee - that's a business,” said Linda K. Smith, the Association's executive director. “Why are we not regulating these businesses?” She also explained that the low score was based primarily on the estimation of the poor way pre-licensing inspections of home child-care facilities are being executed. It was found out that inspection of home child care type facilities is further done only once every five years after them have been licensed. Another thing the report revealed was that background checks of Montana home child-care providers did not include fingerprinting and checking of the licensees against the existing lists of registered sex offenders.
Montana's deputy director of quality assurance for the state Department of Public Health and Human Services Roy Kemp, however, expressed dissatisfaction and doubted the accuracy of the said report.
